UCare is seeking an innovative, strategically-minded Senior Vice President & Chief Medical Officer (CMO) who will be the company’s senior executive and chief spokesperson, internally and externally, for clinical excellence and population health.
The CMO is the senior physician leader championing UCare’s continued mission to improve the health of our members while helping make care more affordable for members and government partners.
The CMO, in concert with the leadership team, will be responsible for setting and implementing a market-leading agenda for population health and clinical operations excellence.
The CMO will serve as the primary physician voice to influence strategic business, policy and quality initiatives.
The CMO will represent UCare in outside activities such as with local and national associations, workgroups and committees.
The CMO will provide strategic direction and operational oversight for UCare's Clinical Services, Behavioral Health, Credentialing, Medical Directors, Pharmacy and Quality Management to ensure high-quality, cost-effective care for UCare members.
Reporting to the President & Chief Executive Officer, the CMO will have direct management responsibility for the following:

There are approximately 225 leaders and staff in the departments that will report to the CMO.
Assure that UCare provides its members with access to high-quality health care and appropriate utilization of services.
Collaborate with clinical partners and healthcare system leaders to achieve greater quality outcomes and affordability for the community, which also position UCare for competitive success.
Provide strategic direction for UCare’s commitment to the Triple Aim, including its quality and population health initiatives.
Provide strategic direction and operational oversight to the Clinical Services, Quality Management, and Pharmacy Departments to ensure that they advance the goals of the organization in a streamlined and efficient manner.
Provide strategic direction for the management of UCare's behavioral health operations, including integrating and aligning medical and pharmacy management activities.
Participate with the Senior Management Team to develop and implement strategic plans for the organization.
Collaborate with other Senior Managers to ensure that cross-departmental work is executed and issues are addressed from a company-wide perspective.
Provide direction to the Medical Directors to ensure the integration of their work with UCare's strategic initiatives and operational requirements.
Recommend and oversee medical cost containment efforts and ensure that they are medically appropriate.
Help lead programs and interventions to support competitive Medicare Advantage products, including strategies to improve clinical elements of the CMS Star Ratings.
Foster a spirit of innovation in exploring new ways to understand and address barriers to health, including social determinants of health.
Participate in developing and implementing value-based provider payment strategies.
Serve as a clinical thought leader in the local health care community, including encouraging the advancement of community practices that support population health goals.
Serve as a clinical liaison to local, regional and national health care organizations and community organizations as appropriate.
Serve as the primary clinical contact for UCare's media/public relations efforts.
Hire, manage, and coach the leaders of the Clinical Services and Quality Management/Pharmacy teams, as well as the Medical Directors.
Advocate for the advancement of technology and process improvement efforts to support the changing healthcare environment and to drive operational efficiency.
Candidate Experience and Competencies
Education, Experience and Skills Qualifications
Licensed in Minnesota as a Doctor of Medicine (M.D.) or Doctor of Osteopath (D.O.) or has the ability to obtain a license. Board Certification in a specialty recognized by the American Board of Medical Specialties (ABMS).
Five or more years of direct clinical experience, with a demonstrated passion for patient care and experience.
Three or more years of leadership experience in a managed care environment that includes quality improvement, utilization review, case management, clinical and pharmacy oversight and risk management, as well as staff supervision and oversight of major clinical initiatives.
Ability to translate clinical issues into managed care concepts and to represent these concepts within UCare and to the broader community.
Strong population health, quality improvement and utilization management background with a working knowledge of financial management and a facility in data mining and analysis.
Excellent interpersonal, verbal, and written communication skills.

UCare received two Silver Aster Awards in 2016 for excellence in communication. The silver honors were earned by the health plan’s 2014 Report to the Community and its My UCare mobile app for UCare members. The Aster Awards Program is an elite national competition recognizing excellence in health care marketing and advertising.

A new member guide for UCare’s EssentiaCare Medicare plan was honored with a Merit Award in the 2016 National Mature Media competition. “Your Guide to Good Health” helps new EssentiaCare enrollees take advantage of all the benefits of their Medicare Advantage plan.
21st Century Leadership Award, Southern Minnesota Regional Legal Services, November 2014
In honor of UCare’s longstanding support for the Southern Minnesota Regional Legal Services (SMRLS) Senior Initiative and Senior Legal Fair, UCare was recognized with the 21st Century Leadership Award. The award is given to an organization that has made major, forward looking, innovative, and broad based leadership contributions to advance equal justice for low income people.
Community Outreach Award, Twin Cities Business Outstanding Health Care Awards, August 2014
UCare’s asthma home visiting/case management program won the Community Outreach Award in the 2014 Twin Cities Business Outstanding Health Care Awards. The innovative asthma intervention program pairs respiratory therapists with members to help them follow their asthma action plans. It has resulted in a more than 50 percent drop in ER visits and reduced hospitalizations.
Fairview & Ebenezer Foundations Outstanding Philanthropic Partnership Award, November 2013
UCare was recognized for its generosity in providing a UCare Fund grant to Fairview to open and maintain a Health Commons in the Cedar-Riverside neighborhood of Minneapolis. The Health Commons improves access to health care, fosters trust in health care providers and enables the residents of this neighborhood to live healthier, productive lives.

By charter, the Board Chair is the Department Head of Family Medicine and Community Health at the University of Minnesota Medical School.
