Provides leadership in the delivery of nursing care and the management of nursing personnel and resources in practice areas in keeping with the mission, vision and values of this health care facility. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Master's degree in nursing or related field with BSN Minimum of two to three years of Mental Health experience Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position requires potentially long periods of continued walking, standing, and sitting. The Chief Nurse, Mental Health may be exposed to infected patients and contaminated materials and may be required to don protective clothing. May occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. Must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. As a member of the Patient Care Service-Nursing Service, she/he participates in the formulation of overall service policies, objectives, programs and services and shares in the decision making related to nursing strategic planning, budgeting, and resource utilization. Directs the provision of care for Mental Health patients who range in age from adult to older adult with acute and chronic health conditions. Psychiatric Inpatient Care Unit (PICU), Psychiatric Evaluation Services, The Behavioral Education Support Team (BEST), lnterventional Psychiatry including rTMS and Ketamine Clinic, the Outpatient Mental Health Services at Form Miley and all of the Community Based Outpatient Clinics (CBOC's) Addiction and Recovery Treatment Service programs such as Opiate Treatment Program, Behavioral Health Access Center, Psychosocial Rehabilitation and Recovery Service, Mental Health Intensive Case Management, General Psychiatry i Outpatient Services, Integrated Mental Health in Primary Care, Caregiver Program and HUDVVASH Mental Health. The Chief Nurse also serves as supportive relationship with the SFVAHCS/UCSF Psychiatric Mental Health Nurse Practitioner Training and Residency Program, providing administrative/clinical support for the Program Director and faculty evaluations as well as trainee and resident evaluation. She/he oversees the formulation, implementation and evaluation of unit(s) and section performance improvement activities of all the units under the service. The Chief Nurse, Mental Health Services is also responsible for all competency and orientation/training for all mental health nursing staff. In addition, she/he is responsible for assuring all metrics are captured correctly, monitoring grid development, clinic utilization, RN Book ability, clinical metrics, all Nursing Quality Indicators related to mental health, and more. This individual is also an active and integrated member of the Facility Mental Health Leadership team. Functions as a leave granting official, directly supervising programs and Nurse Managers/Program Directors. Assists with the planning and implementation of educational programs for staff, serves as mentor and preceptor. Works collaboratively with ACOS Mental Health and other medical directors of the areas she/he oversees, to ensure efficient, timely and quality care in the surgical and procedural areas. Collaborates with the Chief of SPS to address issues related to RME-related matters. Serves as Acting Deputy or Associate Director, Patient Care Service and Nurse Executive as needed. Reviews Performance Measures, and other data for trends and early intervention; formulates follow-up plans with Nurse Executive Team, Nurse Managers, the service, and the medical center. Reports directly to the Associate Director for Patient Care Services and covers in his/her absence as designated.
